Empire Test Pilots' School Training Quality Manager

The Empire Test Pilots’ School (ETPS) at Boscombe Down, near Salisbury, was the first of its kind in the world. Today, operated by QinetiQ on behalf of the MoD, it remains the cornerstone of UK flight test training, as well as providing flight test professionals for many other countries and the wider international defence sector.
We are now looking for someone to develop and manage a training quality system that will enable us to conform to the principles of a recognised approach and standard, and to continue to deliver world-class professional flight test training. Much will depend on your ability to ensure that tutorial staff buy into this structured delivery and formalised assessment of training capability, and that the system you introduce meets the expectations of all customers.
Your focus will be the design, implementation, monitoring and governance of the Management of Training System (MTS) - to include relevant quality assurance systems, detailed instructional specifications to ensure learning objectives are achieved, associated delivery material and assessment specifications. In the process you will provide direction, guidance and supervision of the training support function, as well as training design advice for current and proposed courses.
It is vital we strive for continual improvement of the MTS, via quality policy, training performance indicators, key targets, audit results, analysis of data, corrective and preventative actions and management reviews. You will implement, maintain, continually review and improve the monitoring of training to be compliant with relevant CAA/EASA regulations, undertaking internal/external validations and quality audits as required. The scope of your role will include acting as Chair of Training Quality Management Review Meetings and as Secretary/Coordinator to the Customer Executive Board. Overseeing the tutor induction programme, you will also lead regular instructor monitoring and assessment.
With a recognised instructor training and instructor assessment qualification, plus a teaching or recognised instructional qualification, , you will be familiar with the typical processes employed in a military and civil flying regulatory structure.Your background will preferably include exposure to the MoD's Defence Systems Approach to Training, completion of the First Party Audit Course, good experience of UK flight test training and military test and evaluation, and a range of other relevant knowledge and experience including compliance monitoring.
An excellent communicator and enthusiastic team player, capable of inspiring colleagues to adapt to change, you have good organisational and administrative skills, are up to speed with MS Office 2010 and ideally SharePoint, and have a flair for the collection, analysis, preparation and presentation of statistical data.
