NPAS is the national provider of air support to the Police Forces of England and Wales with West Yorkshire Police being the lead Force. As part of its commitment to delivering the National Police Air Service, West Yorkshire Police is looking to recruit 2 Base Managers.

You will be required to supervise and direct Ground and Flight functions within a specified Base/geographic area, ensuring that NPAS consistently provides a safe, efficient service to its National Customer Base.

You must possess an awareness and understanding of the principles of providing air support to police services, and the ability to interpret aviation legislation including the Air Navigation Order & Air Operations Manual.

You should be able to demonstrate an understanding of policing, ideally gained from within a policing environment, providing a support service to the front line to agreed service standards. You will also need the ability to carry out Tactical Flight Officer (TFO) duties to the defined competence standards including working out of usual hours.

It is essential that you have excellent written and oral communication skills, in order to be able to prepare and present specialist reports to stakeholders and NPAS management. Experience will be required in staff management to ensure service delivery to a high standard. You will also work closely with team members managing potential difficulties and conflict as necessary.

The successful candidates will have knowledge and understanding of performance management leading to the delivery of a culture of continuous improvement and increased efficiency. As a Base Manager you will be required to liaise with staff at all levels in nearby Forces to manage performance and resolve problems. You will need to manage and report on devolved budgets, ensuring that procurement and financial regulations and policy is followed and best value achieved.

The post holder will need to be on call as a duty base manager outside normal office hours on a rota with other base managers. You may also be needed to deputise for the Assistant Operations Director on occasion, with a requirement to travel to other parts of the region and nationally.
