Key Purpose

To develop, deliver and maintain training programs for all; Communications, Navigation and Surveillance (CNS) personnel employed within Dubai Air Navigation Services (dans) to support ‘dans’ in project delivery and business strategy goals.

Air Traffic Engineering Services (ATES) Training Specialists must ensure all ATES training complies with applicable timeframes, dans, and Civil Aviation Authority Regulations (CARs) and prescribed quality standards.

ATES Training Specialists also conduct numerous other training related activities including On the Job Training Instruction (OJTI) in both ‘Off Air’ and Live environment and conduct OJTI Assessments of ATES OJTIs to ensure ongoing competency.

ATES Training Specialists report to the ATES Training Team Leader.

 

Structure & Reporting Relationship

Communication and Working Relationships

ATES Training Specialists consult with ‘dans’ internal and external stakeholders regarding staff training requirements.

Primary Interaction with other ‘dans’ departments to co-ordinate information required for conduct of Training Needs Analysis and then subsequent stages in the published Training Process Cycle.

Manages role of Training Workpack Manager as required to fulfil Project Delivery requirements.

Develop and improve training packages with regard to customer feedback, conforms to procedures within each dans department.

Regularly communicates with Training Team Leaders to report on any operational or administrative issues.

The jobholder has some degree of independence and has authorisation for decision making issues at medium level, however these decisions must be communicated to the Team Leader.

Accountable to the ATES Team Leader Training.

Key Accountabilities

Manage, design, implement and maintain technical training programs, from their inception to completion, under the guidance of the Team Leader (TL) ATES Training, based on DANS Training Department standards, GCAA CARs Requirements and ICAO recommendations.

The programs will be directly aligned to the needs of DANS, based on the current competency framework.

Ensure that each program is researched, designed, delivered and then analysed using continuous improvement techniques.

Attain and maintain operational competencies at both airports, as required by ATES Training Team Leader, in accordance with the Air Traffic Engineering ATSEP Competency Assessment Plan.

Attain and maintain the following certifications:

Air Traffic Services Instructor (ATSI).

On the Job Training Instructor (OJTI).

Competency Assessor (CA).

Maintain an updated knowledge of technological developments within the CNS operational and training environments.

Assist with the evaluation of trainee and operational ATSEP’s within DANS. Ensure ATSEP competencies within DANS, by delivering OJTI in accordance with the Air Traffic Engineering ATSEP Competency Plan. Assist with the; objectives, procedures and work standards for the equipment

 

Essential technical and professional skills , knowledge and qualifications

Qualifications and Education

Bachelor Degree or Higher Diploma/Certificate in Electronics Engineering from a recognized University – or equivalent relevant experience.

Advanced Computer-literate performer

 

Experience

Minimum 6 years of CNS/ATM specialist experience.

Experience operating with basic and advanced testing and measuring instruments such as phase measurement devices and communications test sets, oscilloscopes and power measurement devices.

Minimum 1 year supervisory experience

 

Training

Four of the four recognised group ratings of Communications, Surveillance, Navigation and Data Processing.

Relevant certificates of competency on CNS/ATM equipment that meet international or national regulatory standards. All Level 1 and Level 2 competencies should be current.

Personal airport driving permit (ADP) & manoeuvring area driving license (MAD) relevant to the local airports.

Hold an On the Job Training Instruction qualification.

Hold a Competency Assessment Techniques qualification.

Hold a Classroom Instructional Techniques qualification

Hold a qualification in Team Resource Management facilitation.

 

Knowledge

In depth knowledge of ICAO standards and recommended practices.

Knowledge of local and international technical standards and regulations.

Comprehensive knowledge of the ICAO Doc7192-AN/857 Part E2 Air Traffic Safety Electronics Personnel (ATSEP) Training Manual.

Comprehensive knowledge of the Manual of Air Traffic Engineering (MATE).

Knowledge of the General Civil Aviation Authority (GCAA) CARs, Part 8 Sub-Part 5 – Certification of Communications, Navigation and Surveillance Maintenance Organisations.

Hold competency in at least four operational CNS systems/equipment’s used by ‘dans’.

Comprehensive knowledge of the ‘dans’ Training Quality Assurance Manual.

Comprehensive knowledge of the ‘dans’ CNS Training and Competency Manuals.

Knowledge of the ‘dans’ Safety Management System.

Thorough understanding of internationally accepted best practice in training techniques and procedures.

In depth knowledge of ATC and other customer procedures.

Computer literacy with MS office packages skills.

Ability to work to tight deadlines under pressure.

The jobholder must be able to read, write and speak fluent English, and read and interpret technical drawings and schematic diagrams.

Completion and maintenance of; ATSI,OJTI, and Competency Assessor competencies

 

Additional/special features of the role

The job holder will work in a high pressure environment with demanding deadlines and will require the ability to respond rapidly and adapt priorities.

The job holder might work outside ‘normal office hours’ from time to time to support Departmental Objectives.

The job holder is required to work at both; DWC and DXB airports, and on occasions is required to deliver OJTI at remote sites.
